Bloc adviser Faiz Benadouane meets the High Authority for Transparency on the “Nazaha” index

As part of strengthening institutional cooperation and promoting transparency and good governance, Mr Faiz Benadouane, adviser to Hisn Al-Mateen Bloc, took part in a high-level coordination and consultation meeting with senior officials of the High Authority for Transparency and the Prevention of and Fight against Corruption on developing the “Nazaha” (integrity) performance index, a modern scientific and legal mechanism designed to entrench transparency and accountability and strengthen the system for preventing and combating corruption under Algerian law.

The meeting presented and discussed the results of the applied field study on the “Nazaha” index, conducted over more than three months in a number of public economic enterprises, notably port companies, as well as vital and strategic sectors including justice, higher education and scientific research, and large economic, industrial and commercial enterprises.

Participants stressed the importance of objective and effective evaluation indicators to diagnose administrative and financial shortcomings and to strengthen prevention, oversight and a culture of integrity in public and private institutions, and called for extending the index to all government and private sectors in future, in line with Laws No. 06-01 and No. 22-08.

The meeting was held under the supervision of Professor Salima Mesrati. Mr Benadouane also met Dr Djamel Ramini, head of the training, awareness and cooperation department at the High Authority, who stressed the importance of encouraging scientific initiatives to develop effective evaluation tools for corruption prevention, and Mr Abdellatif Benaida, director of awareness, training and legal monitoring, who praised the efforts made in developing the index as a modern approach meeting the requirements of institutional governance.

In preparing the scientific study, a group of professors, experts and academics answered the questionnaire on developing the index, including:

  • Prof. Bilal Laissani – law and political science – University of Jijel;
  • Prof. Mohamed Himrane – economist, certified judicial auditor and director of the Higher School of Management in Koléa;
  • Prof. Abdelkrim Assali – law – Abderrahmane Mira University of Béjaïa;
  • Prof. Djamel Abbas – strategic planning and foresight adviser – American University of Muscat (Oman).

Hisn Al-Mateen Bloc affirms its commitment to continue supporting scientific and institutional initiatives that entrench integrity and accountability, contributing to the rule of law and strengthening citizens’ trust in national institutions.
